INSTITUTE OF TECHNOLOGY REGULATIONS

One: Generals

1.1.        The purpose is to regulate the basic functions, common principles of operation, mandate, structure, organization, management system, and school activities of the Institute of Technology (hereinafter referred to as "IOT").

1.2.        IOT will follow the Constitution of Mongolia, the Law on Education, the Law on Higher Education, other related laws and this rule in its operations.

1.3.        The mission of IOT is: To graduate a specialist prepared for both work and life.

1.4.        The name of Institution:

1.5.        Depending on the level and scope of the training and research work carried out by IOT, it is classified as a higher education institution.

1.6.        IOT will be a not-for-profit legal entity based on the founder's equity.

1.7 IOT shall use printed forms and stamps of official documents executed in accordance with established procedures and shall have its own symbols/emblems and flags/. Units such as the Finance Office, Curriculum Office, Library, and Student Union may use approved design stamps and seals, but may not use letterhead. Each main unit has its own list of documents to maintain. The archived documents are evaluated according to their importance as an archival unit and the retention period is determined.

 

TWO.  IOT ORGANIZATIONAL STRUCTURE

2.1.        The main organizational units of IOT are professional departments/program teams and research laboratories. The department is responsible for the educational process, specializing in certain fields of knowledge.

2.2.        A IOT may have a special unit or branch that is located at a place other than its headquarters and performs all or some of its main functions.

2.3.        IOT may have other units under its jurisdiction, such as polytechnic colleges, colleges, vocational schools, general education schools with in-depth training, experimental and practical production facilities (hereinafter referred to as "jurisdictional units"). The jurisdictional unit performs the main functions of the IOT in its field, has movable and immovable property such as specially owned land and buildings, has the right to manage its budget independently, is capable of taking responsibility, and bears the consequences of its activities on its own behalf. is a legal entity responsible for its assets.

2.4 Establishment, modification and liquidation of IOT, its branches and affiliated organizations shall be decided by the founder. In doing so, permission will be obtained from the central state administrative organization in charge of education in accordance with the relevant regulations.

2.5. The founder is responsible for regulating the interests of students and employees in case of change or liquidation of IOT, its branches and affiliated organizations.

2.6. Branches and structural units of IOT do not enjoy the rights of legal entities. However, he will work within the approved budget and be responsible for the quality and results of his work before the school management.

THREE. IOT ADMINISTRATIVE STRUCTURE

3.1. THE BOARD COUNCIL

3.1.1.    IOT has a Board of Directors with representatives of founders, teachers, graduates, students, and employers, according to the law.

3.1.2.    The representative of the teacher who will be part of the Board of Directors will be elected by the meeting of all teachers.

3.1.3.    Student representatives are nominated by the entire student assembly and elected by voting.

3.1.4.    Alumni representatives on the Board of Directors are elected by the governing body of the Alumni Association and other alumni organizations.

3.1.5.    The activities of the Board of Directors shall be regulated by special procedures.

3.1.6.    The Board of Directors shall have a printed copy of the resolution and minutes of the meeting, and shall certify its decision with the seal of the IOT.

3.1.7.    The operating expenses of the Board of Directors shall be included in the budget of the IOT for the current year.

3.1.7.1.        The Board of Directors shall exercise the following functions. It includes:

3.1.7.2.        Discuss and approve school development policies, strategic plans, and programs;

3.1.7.3.        Approve and amend school rules;

3.1.7.4. Establishing school structure, organization, staffing and salary standards;

3.1.7.5. Approve investment and annual budget schedules and monitor spending;

3.1.7.6. Establishing procedures for raising and spending funds and funds;

3.1.7.7. Determine the amount of tuition fees, boarding and service fees and fees;

3.1.7.8. Discusses, evaluates and evaluates the school director's activity report;

3.1.7.9. The board of directors decides on the appointment and dismissal of the school principal.

3.2. Academic council

3.2.1.    IOT has an Academic Council with the main function of providing general management of teaching methods and scientific research by determining the direction of teaching and research work of the school, discussing its theoretical and methodological level and results, making opinions and giving recommendations.

3.2.2.    The academic council consists of representatives of leading scientists in the field and representatives of teachers with academic degrees. The main form of activity of the academic council is a meeting of all members.

3.2.3.    The activities of the Academic Council shall be regulated by the procedure.

3.2.4.    The academic council has a chairman and an academic secretary.

3.2.5.    The head of the academic council is the general director of IOT.

3.2.6.    The Academic Council shall have a printed copy of the resolution and minutes of the meeting, and shall certify its decision with the mark of the IOT.

3.2.6.1.        The Academic Council shall perform the following functions. It includes:

3.2.6.2. Make opinions on school development policies, strategic plans, and programs and submit them to the administrative council and board of directors;

3.2.6.3. discuss the rules of IOT and amendments to it and submit proposals to the board of directors;

3.2.6.4. To discuss the procedures related to IOT research and training and submit proposals for changes to the administrative board;

3.2.6.5. To discuss the academic year report of IOT;

3.2.6.6. Awarding of academic titles and honors of IOT.

3.3.      IOT GENERAL DIRECTOR

3.3.1.    The day-to-day operations of IOT will be managed by the Director General. The CEO reports to and is accountable to the board of directors.

3.3.2.    The director-general will manage the school in accordance with the laws of Mongolia, this rule, and the agreement with the founder.

3.3.3.    During the absence of the Director General, other officials may temporarily perform their duties. Thus, the director general is responsible for the decision of the temporary substitute.

3.3.3.1.        The General Director shall organize the implementation of the following rights and duties. It includes:

3.3.3.2.        Develop direction and programs for the development of the school in accordance with the state policy for the development of higher education, science and technology.

3.3.3.3.        Develop and approve teacher and employee salary and incentive policies and procedures;

3.3.3.4.        To provide structural units and affiliated schools with integrated coordination and management for normal and stable work, to have constant comprehensive information about the quality of their activities, and to be responsible for the results;

3.3.3.5.        Creating conditions for successful learning, health and safety of students, and access to social services;

3.3.3.6.        Intermediary students for internships and work experience in the field of study, and provide employment assistance services for graduates;

3.3.3.7.        Establish labor contracts with teachers and employees, create conditions for productive work and develop them;

3.3.3.8.        Ensuring the stable operation of structures and mechanisms for continuous improvement of the quality of basic school activities;

3.3.3.9.        Formation of many sources of finance and assets for the development of the school;

3.3.3.10.     Strengthen the school's external cooperation and expand training and research partnerships;

3.3.3.11.     Improving the level of education and culture of citizens and providing social welfare and humanitarian services;

3.3.3.12.     Approve and ensure the implementation of professional code of conduct for school teachers;

3.3.3.13.     To present the activity report to the board of directors and the central institution of state administration in charge of education;

3.3.3.14.     Other rights and obligations stipulated by law.

3.3.4.    The Director shall issue orders on matters within his jurisdiction. The number of the director's order shall be numbered consecutively from January 1st to December 31st of the current year without skipping or duplicating.

3.3.5.    The director general of IOT shall employ an administrative council responsible for providing advice on administrative meeting decisions on relevant issues and providing support for prompt administrative management. The Administrative Council shall have rules governing its activities. The director approves the composition and working procedures of the administrative board.

3.3.5.1.        Rights and duties of the IOT administrative board:

3.3.5.2.        To discuss the implementation of training, research, and production technology policies, programs, and plans, and to make suggestions and conclusions;

3.3.5.3.        To discuss and make opinions on the rules governing teaching, research, financial activities, internal labor regulations, and other regulations and their implementation;

3.3.5.4.        To discuss the management reports and work results of IOT and subordinate units, and make suggestions and conclusions;

3.3.5.5.        Discuss and vote on the hiring and firing of teachers and staff

3.3.5.6.        Identifying teachers, employees and students for the highest state and other awards, proposing and making decisions;

3.3.5.7.        To discuss the director's report to the board of directors of IOT and to the higher authorities and issues to be resolved;

3.3.5.8.        Other rights and obligations stipulated by law.

3.3.6. IOT may have vice-directors in charge of Education, Research and Cooperation, Production, Economy and Social Affairs, etc. Deputy directors are appointed by the director general.

3.3.7. Vice-directors have academic degrees, work experience, teaching-research experience. The General Director shall work with the Deputy Directors under contract during his term of office.

3.4.1.    Department/Program Team

3.4.2.    The head of the department/leader of the program team is a teacher who is specialized in the field, has worked at a university or academic institution for at least 5 years, and has an academic degree.

3.4.3.    The head of the department will be appointed by the general director of TDS after selecting from the citizens who meet the job requirements or the teachers of the department.

3.4.4.    The head of the department will discuss the activity report with the teachers of the department and report to the training manager every year.

3.4.5.    The form of decision-making of the department is the meeting of the teachers of the department. At least 2/3 of the teachers participate in the meeting and the decision is made by majority vote.

3.4.6. The head of the department will carry out the following functions. It includes:

3.4.6.1. Effectively and responsibly manage and organize the training and research activities of the department;

3.4.6.2. Promotion of professions and programs, development of foreign relations and cooperation;

3.4.6.3. To evaluate the professional activities and ethical status of the teachers and employees of the department, and to submit suggestions to the higher management regarding accountability in case of violations;

3.4.6.4. To monitor and analyze the quality of the department's training and research activities, to give opinions, and to make suggestions to the top management about accountability in case of violations;

3.4.6.5. In order to ensure the normal operation of the teaching, to monitor the availability of teachers and classrooms, the supply of teaching equipment and the normal operation based on the department's lesson schedule and student's choice;

3.4.6.6. To ensure the implementation of the program under the jurisdiction of the department, to provide students with the necessary information, and to improve the services provided to students.

Four. Activities of IOT

4.1.        The educational activities of IOT are in the form of day, evening, evening and externship. In addition to basic training, IOT can organize preparatory and short-term special training for new entrants and holders of education compensation.

4.2.        In addition to training bachelor's and master's level specialists, IOT will conduct professional short-term training, post-graduation training, conversion training, and lifelong education.

4.3.        Training activities will be carried out in accordance with the training plan, curriculum and lesson schedule developed and approved based on the appropriate standards for each specialty, field of study, and level. The training plan is approved by the director general of the school with the approval of the central state administrative organization in charge of education.

4.4.        The procedures approved by the central state administrative organization in charge of education shall be followed in the development and approval of training plans and curricula and making changes to them.

4.5.        Enrollment will be held twice a year, and day and evening courses will begin in autumn /September 1st/ and winter /February 1st/. However, the start date of the externship course is regulated by the study plan or according to the relevant regulations.

4.6.        The regulations approved by the central state administrative organization in charge of education shall be followed in the activities of higher education.

4.7.        During their studies, students will carry out industrial practice in school laboratories, laboratories, academic, industrial and service organizations under the supervision of teachers and specially appointed supervisors.

4.8.        The student's knowledge, abilities, and attitudes will be evaluated based on the regulations issued by the central government administration in charge of education, and will be evaluated according to the school-wide regulations discussed and approved by the academic council and program committee.

4.9. When enrolling students, the relevant procedures approved by the central state administrative organization in charge of education shall be organized as management.

4.10. Upon graduation, the student will be awarded a diploma and a badge in accordance with the procedures established by the central state administrative organization in charge of education.

4.11. Accreditation of IOT activities and the quality of the training program is carried out by authorized organizations, and the results are openly reported to the public.

4.12. IOT is responsible for providing relevant information and proofs about the student's learning status without hindrance at the student's request.

4.13. IOT may conduct business activities in accordance with relevant laws, rules and regulations in order to realize its main objectives.

Five. Teachers and other staff

5.1.        The teaching positions of IOT are professor, associate professor, senior teacher, teacher, trainee teacher.

5.2.        The teacher shall perform duties related to the position (job description) on the basis of the employment contract concluded with the director general or the person authorized by him. The contract shall clearly state the conditions, working hours, additional and extra-curricular work procedures, assets to be held, rights, obligations, responsibilities, special requirements, and ethical norms in accordance with relevant laws and regulations.

5.3.        Vacancies for teachers and staff will be publicly announced and selected on the basis of selection.

5.4.        The IOT teacher has the following rights. It includes:

5.4.1.    Provision of conditions for normal training activities (workrooms, desks, chairs, Internet, stationery, relevant news and information, etc.);

5.4.2.    Selective use of textbooks and teaching materials in accordance with advanced scientific methods and educational standards;

5.4.3.    Giving advice to students, setting requirements, evaluating students' knowledge, skills, and practices, defining their talents and physical and mental development;

5.4.4.    Select students and organize professional training;

5.4.5.    Work as a consultant in the field of research and analysis;

5.4.6.    To elect or be elected to a school or professional organization, to serve as an elected official in a professional society or association;

5.4.7.    Real evaluation of work, appropriate social benefits and benefits

5.4.8.    Take a leave of absence;

5.4.9.    Other rights provided by law.

5.5. The IOT teacher has the following responsibilities. It includes:

5.5.1. Continuously and qualitatively conduct scheduled classes and assignments at scheduled times and implement educational standards;

5.5.2. Preserving the teacher's ethics and dignity;

5.5.3. Provide professional and methodological advice and guidance to students to develop their learning plans and work independently;

5.5.4. Constantly improve your theoretical knowledge, teaching methods and skills;

5.5.5. Respect the student's independent position and opinion, do not discriminate against them, respect their dignity;

5.5.6. Accepting the uniqueness of each student and supporting humane communication and self-development;

5.5.7. Take care of the student's health and safety;

5.5.8. Regular research and study;

5.5.9. Other duties prescribed by law.

5.6. The Academic Council of the school shall discuss and determine the workload of training, research, and public service to be performed during the teacher's year and the procedure for calculating it.

5.7. There is a procedure for evaluating the work of IOT teachers. This regulation includes criteria for evaluating the teacher's work, evaluation period, and organization issues.

5.8. The rights and duties of administrative, agricultural, technical engineering, production training-research assistants and other employees shall be determined by Mongolian Labor Laws, school rules, internal regulations, and position job descriptions. The labor relations of these employees are regulated on the basis of the labor contract concluded with the director.

6.1.1.    Six. Student

6.1.2.    IOT freely admits Mongolian and foreign citizens regardless of race, origin, age, gender, religion, or social status on the condition that they meet the general admission requirements.

6.1.3.    The issue of student admission shall be regulated by the Student Admission Procedure approved by the order of the General Director of IOT, based on the procedures and instructions established by the central state administrative organization in charge of education.

6.1.4.    The student has the following rights: It includes:

6.1.5.    To provide necessary conditions for learning, such as classrooms, tables and chairs, displays, libraries, laboratories, experimental plants, training-scientific and other tools, libraries, Internet networks, etc., for conducting courses that meet the appropriate requirements, and use them in accordance with appropriate procedures;

6.1.6.     Choose and study from the courses offered by the school, make a personal plan, get a research direction, propose and decide on the duration and form of study;

6.1.7. Make suggestions, criticize and make demands on issues related to school and teacher activities;

6.1.8. To receive assistance, allowances, and discounts in accordance with the laws and regulations;

6.1.9. Participation in research and conferences;

6.1.10. Making proposals for publication of works;

6.1.11. Direct or representative participation in discussion and resolution of issues related to educational activities;

6.1.12. Other rights provided by law.

6.2. The student has the following responsibilities. It includes:

6.2.1. Full mastery of the content of the training program in time;

6.2.2. To fulfill the requirements, duties and tasks given by the teacher;

6.2.3. Mastering self-directed learning;

6.2.4. To respect the teacher-student relationship;

6.2.5. Respect school rules and internal regulations;

6.2.6. Payment of training fees on time according to the contract;

6.2.7. Other duties prescribed by law.

6.3. Issues related to student transfer, expulsion, leave, tuition fee and liability shall be resolved within the framework of relevant regulations, instructions and study contracts.

6.4. Within the rules and regulations of the school, the student may take a set of hours from another school.

Seven. School economics

7.1. The assets of the IOT shall be the property of the founder and shall include all immovable and current assets, intellectual and cultural assets owned by it.

7.2. IOT is obliged to efficiently use the funds provided by the founder and the funds generated during the school's activities in accordance with the goals and rules of its main activity and the agreement signed with the founder.

7.3. Property, intellectual property, and property rights may be acquired in accordance with applicable laws.

7.4. Funding for IOT operations consists of the following sources. It includes:

7.4.1. Tuition fees;

7.4.2. Income from own activities;

7.4.3. Funds contributed by the founders;

7.4.4. Foreign and domestic enterprises, organizations, and citizens' donations, loans, and cooperation income;

7.4.5. Research, research work, project funding;

7.4.6. Other sources.

7.5. Under IOT, a fund and a trade union committee can be established to support the development of IOT through public initiative.

7.6. Internal control over financial operations, quarterly external audits, reporting the results to the school community and keeping them transparent.

Eight. Amendments to the Rules and entry into force

8.1. Amendments to IOT rules can be initiated by members of the governing board, academic council, and administrative council, as well as faculty, staff, and students.

8.2. Amendments to the rules of the IOT shall be discussed and approved at the meeting of the board of directors, and shall become effective upon the adoption of the decision.
